Small Karoo towns have a high rate of unemployment. Here, in the main street through Hofmeyr, locals 'hang around' in a group. Many older businesses are closing and a newly arrived man from the east stands in front of his 'China Shop'. Ask the group what they are doing and the answer will almost always be ---- ( as in many other African states ) ----- " Just hanging around"
