The governor of Toluca is among the mostprogressive and liberal men of the republic. Hisadministration maintains large schools and acad-emies for the instruction of young men and women,where the sciences are taught, where enlightenedthought rules, and where particular attention is paidto the English language and literature. Several ofthe instructors are from Chicago. There are many fine residences in Toluca, withhandsome private grounds. The public buildingsare new and imposing; the Alameda Park, with itsgroves and gardens and multitudes of birds, is asbeautiful as Chapultepec. There is also great business activity in Tolucaand a number of successful manufactures. The morning of my visit, I noticed an unusualcrowd upon the streets. It surged toward me.
