George Cockley, Inmate Number 11418, at Leavenworth Federal Penitentiary. In 1916, George Cockley was sentenced to two years and six months for using the mail to defraud, but his sentence was later commuted by President Woodrow Wilson Bureau of Prisons, Inmate case files.
