GIIiROY, Thomas F., major of New Yorkcity, was born in Ireland June 3, 1840. He came tothis country with his parents at the age of sevenyears, made his home in New York city where he hassince resided; was educated in the public schools andat the N. Y. free academy. He learned the trade ofprinter and in 1863 was appointedclerk in the comptrollers subsequently became a clerkin the Croton aqueduct board,and later a clerk in the supremecourt, and a clerk in the ninthand tenth judicial district courtsof the city of New York. He wasafterward appointed deputy coun-ty clerk, in which office he remain-ed three years. After the comple-tion of this tei-m he was appointedunder-sheriff of the county of NewYork by Mayor Grant. On May3, 1889, he was appointed byMayor Grant commissioner ofpublic works for the term of fouryears. He at once instituted thepolicy of retrenchment and re-form, saving the city fully $53, -000 the first year. He introduced and perfected asystem of subways for water
