Abdul Samad, a former insurgent commander, has his eyes scanned during a biometric enrollment with an Afghan government official in Khas Uruzgan district, Uruzgan province, Afghanistan, March 29. Samad and 10 of his former fighters enrolled as the beginning of the last stage of his reintegration process under the Afghanistan Peace and Reintegration Program. The APRP is a nation-wide Afghan program that provides insurgents with an opportunity to peacefully and permanently rejoin their communities with honor, dignity and forgiveness.
