To receive high rank, Washington, , Sept. 19. Rt. Rev. Mgr. John J. Burke, , General Secretary of the National Catholic Welfare Council, will be signally honored by the Pope on Monday when the robes of a domestic prelate will be invested upon him. The ceremony will take place in the crypt of the National Shrine of the Immaculate Conception and will mark the first time that a priest who is a member of a religious community has been so honored.
