These commissioners recommended, what took placethe next year, a general Convention of all the States, to take intoserious dehberation the condition of the country, and devise suchprovisions as should render the constitution of the federal gov-ernment adequate to the exigencies of the Union. I need notremind you, that of this Convention Mr. Hamilton was an activeand efficient member. The Constitution was framed, and sub-mitted to the country
