ALTUS AIR FORCE BASE, Okla. – Air Force Col. Bill Spangenthal, 97th Air Mobility Wing commander, signs a proclamation during a Red Ribbon Campaign and National Domestic Violence Prevention and Awareness Month proclamation signing in the City of Altus mayor’s office, Oct. 2, 2013.
