According to the local legend, Czechoslovak army generals should guard on each step of the staircase as a guard of honour when Soviet dictator Joseph Stalin goes up the staircase during his official visit to Czechoslovakia. This is why the staircase has 22 steps, one step for two of 44 Czechoslovak
