Peace found the country takenfrom France ; the Spanish returned with all theevils of misgovernment and tyranny, and a Dutchgarrison was set down in the fortress of Luxem-bourgs capital. Then Austria and France quarrelledover the Spanish succession on the death of theweak Charles II. The Elector of Bavaria, whopossessed himself of the citadel of Luxembourg, madea bid to win the Netherlands, and added fuel to thefire. All that concerns us here, however, is thathe was only partially successful, and the Treaty of. A RURITANIA OF TO-DAY 33 Utrecht robbed him even of the httle he gained, andhanded our Duchy over to Austria. That was asurprise, but it also turned out to be a very consider-able blessing. It gave, in the first place, peace toa war-racked land for over three-quarters of acentury, a period of time in which Austria made alaudable effort to set the feet of the Luxembourgersfirmly on their mother earth. They were quick totake advantage of the respite and the opportunitiesit presented, and prosperity and progress, not onlymaterial, were the result under the fairly genialreforming influences of Austria, guided by Charles VI,Marie Therese, and, to some extent, by Joseph II,who was somewhat too hard on the religious ordersfor Luxembourgs taste. But great historic events were soon to turn thethoughts of Luxembourg from domestic affairs andfrom the strengthening of its nationality. From thepaths of peace it was quickly and roughly calledback again
