While the Scott Act was to some extent a disappointment, it certainlywas effective in reducing the consumption of liquor, and in lessening drunk-enness and crime. In the Province of Ontario, taking a period of threeyears before the adoption of the measure, the three years during which itwas in force, and the three years following its repeal, we find the commit-ments for drunkenness during the Scott Act period were very much lewthan in either of the other periods.
