The Democrats met at Cincinnati on the second of June, and on the sixteenth ballot nominated James Buchanan, of Pennsylvania, for the presidency, and John C. Breckinridge, of Kentucky, for the vice-presidency. The convention refused to nominate the aspiring Douglas, but it indorsed the compromise measures of 1850 and Douglas Kansas-Nebraska Bill. The Whigs of the South and certain- conservative Whigs of the North, whowere popularly called the Silver Grays, nominated Millard Fillmore for thepresidency. There was now a clear understanding of the great political issue of the a hard-fought campaign followed. At one time it seemed likely that Fre-mont and Dayton would be elected. Buchanan was elected, receiving in the electoral college 172 votes, Fremontreceiving 114, and Fillmore those to which Maryland was entitled. Meanwhile the struggle in Kansas continued. The pro-slavery men hadformed at Lecompton a constitution which was designed to make of Kansas aslave state. The free-soil advocates adopted a free-state constitution at was submitted to the people and adopted. Thus was the issue clearlydefined; the friends of the two constitutions came into collision, and in Kansasthe civil war was virtually begun. In 1856, Congress appointed an investigating committee, of which John Sher-man, of Ohio, was a member. This committee did thorough and exhaustive work,and finally
