When the time came for reenlistment for three years orthe war, the experience of that first year had begun to bearfruit, and the reelection showed better discrimination as to thequality of the officers chosen. The soldier had begun to learnhis trade and to recognize that the good fellow or thecounty magistrate was by no means therefore the best officer,when it got down to the real business in hand. But all thisrequired time, a test not even yet grasped
