TheMinister of Foreign Affairs admits that it would havebeen better to have delayed the decree of law regardingthe union of Transylvania until the decision of theConference, but the present state of misery of the coun-try is such that national satisfactions are the only onesthey can grant, and this is the best means of keepingthe country free from Bolshevism.
