WASHINGTON (April 1, 2009) -- Chief of Naval Operations (CNO) Adm. Gary Roughead and Coast Guard Commandant Adm. Thad W. Allen sign a memorandum of agreement (MOA) for the Safe Harbor program at the Pentagon.
