The Paris Exposition of 1900,to participate in which all nations were invited, was no exception to thisvery general rule. When the English, after 1862, seemed to abandondefinitely the practice of great international exhibitions, the French tookit up, and there gradually established itself a curious unwritten law tothe effect that the nation was under obligations to hold one of thesegreat fairs in the city of Paris every eleven years,—a law so well.
