Mr. Cook is particularly welladapted for his new engineering position as he is pre-emi-nently an engineer with a keen ability to analyze problemsby means of applied mathematics. He has been successfulin utilizing this talent to advantage, even in the inexact fieldof transportation, where his studies in connection withtrailer operation are especially E. J. COOK W. 14. Barlow, formerly with the New York State Rail-ways, Syracuse-Utica Lines, has recently been appointedto the position of assistant electric engineer with the Pub-lic Service Commission for the First District, New Barlow is a graduate of the Pennsylvania State Col-lege, class of 1909, and for five years after graduation hadbeen with the General Electric Company in the railwayengineering department. J. E. Bassett has been elected secretary of the Dallas(Tex.) Northwestern Traction Company, which has ar-ranged to build an electric railway from Dallas to Slidell,a distance of 60 miles. Mr. Bassett has been connectedwith the Texas & Pacific Railroad for more than thirtyyears and for the last twenty years has had charge of thepurchasing department of the road under J. W.
