Beijing Pollution - Shougang Steel

Pollution clouds the sky at the giant Shougang steelworks in western Beijing. Aka Capital Iron and Steel, the plant has long been regarded as Beijing's worst polluter and was ordered shut by the central government in 2002. Today, the plant still operates at about 20% capacity while a new foundry is completed at Caofeidan in Hebei province.
