In addition to this, Congress afterward granted 100,000acres to actual settlers, and 214,285 acres as army bounties under theresolutions of 1789 and 1790. THE NORTHWEST TERRITORY. 59 While Dr. Cutler, one of the agents of the company, was pressingits claims before Congress, that body was bringing into form an ordinancefor the political and social organization of this Territory. When thecession was made by Virginia, in 1784, a plan was offered, but motion had been made to strike from the proposed plan the prohibitionof slavery, which prevailed. The plan was then discussed and altered,and finally passed unanimously, with the exception of South this proposition, the Territory was to have been divided into states.
