Major Forest R. Moulton, from the Ordnance Department in Washington, , oversaw ballistics works for the Army during World War One. He reorganized the mathematical aspects of exterior ballistics and conducted numerous experiments on projectile displacement, boat tailing, rotating bands, projectile form, temperature-muzzle velocity, and shell bursts. These experiments resulted in significant improvements and increased accuracy of the guns, particularly the 6 inch sea-coast gun.
