Then the im-pression became general that tlie capacity of theprojected structure would be inadequate, andas money had not been appropriated for morethan the piers, the bridge commissioner underthe Low administration discarded the originalplans and prepared a design for a structure oflarger capacity, substituting eyebar chains forthe wire cables, making many other changes,and adding a pleasing architectural embellish-ment. This design was approved by the Mu-nicipal Art Commission, and if carried out,would have given New York a bridge that wouldcompare favorably with the most artistic bridgesof the old world, and one that would form a re-markable contrast with the existing East Riverbridges. But the Board of Aldermen withheldthe necessary appropriation, and
