He states that he had never met Governor Toduntil introduced by the latters predecessor, and was muchsurprised when he was tendered a reappointment. Havingaccepted, he became intimately acquainted with Governor Tod,and the two co-operated in upholding President Lincolns hands,and in sending volunteers from Ohio to the front as rapidly asthey were called for. The pamphlet is devoted almost whollyto the War period and is replete with interesting
