Once those limitations are established, the Commission stated, the use of the Cohansey or Kirkwood should only be approved when no other feasible water supply alternative exists, where water supply needs are limited through con- servation and growth management strategies, and where well sites are selected to minimize local and regional environmental impacts. The Cohansey aquifer, the major underground water source in the Pine- lands, New Jersey's cranberry growing region, is estimated to contain over 17 trillion gallons of clean water. However, an October 1984 report by a scientific advisory committee to the Commission stated that even a slight drop in the Pine- lands water table caused by large scale pumpage could destroy native plant and animal habitat
