Civilian contractors and US Navy (USN) Seabees assigned to Naval Mobile Construction Battalion 40 (NMCB 40), Port Hueneme, California (CA), construct a tent city to house 7,500 military and Federal Emergency Management Agency (FEMA) personnel in New Orleans.
