OAK HARBOR, Wash. (Sept. 26, 2018) Capt. Alan Schrader, commanding officer of Naval Base Kitsap (NBK), and Win Stites, a life member of the Patrol Boat Consolidated Aircraft (PBY) Memorial Foundation, cut the first slice of cake commemorating the 10th anniversary of the PBY Memorial Foundation at Naval Air Station Whidbey Island. PBY Naval Air Museum celebrated the 10th anniversary of its memorial foundation and hosted Capt. Alan Schrader as the guest speaker to explain the dynamics of NBK.
