This Board hasbecome the foster-parent of many of the State educational institutionsand has rendered great services in a general superintendence of theirwork and finances. The Board has been a valuable director in matterscommitted to its control and a careful advisor in aflfairs prudential andfinancial. It has also given stability to the official heads of the schooldepartment of the State, so that in a period of fifty years, only two Com-missioners have completed their terms of office—the first.
