Dave Stoner, commanding officer of USS Monterey (CG 61), left, is presented with a gift from the wardroom by Ensign Connall Mackenzie during Monterey's change of command ceremony at the Joint Forces Staff College's Normandy Hall. Monterey is undergoing planned shipyard work while in the maintenance phase of the Optimized Fleet Response Plan (OFRP). The ship serves as the ballistic mieeile defense commander for Carrier Strike Group (CSG) 10.
