April Showers: Traffic Cop in the Rain
Spring 3100 is a magazine published by the New York Police Department for current and retired members of the service. It was first published in March 1930. The name comes from the very old phone number for calling the NYPD, SPring 7-3100. This is a April 1937 issue with an officer standing in the rain and a dog staying dry between his legs.
