A UN worker Martin Boiteau inspects the infected eye of an elder from Gangwal village during a UNOPS assessment mission in the upper Allai Valley NWFP Pakistan. Most homes in the village were destroyed by the earthquake and only a handful of families remained thru the winter the rest fled to tent camps at lower elevations. This remote part of the Northwest Frontier Province is still ruled by strong tribal elements of the Pashtun ethnic group and before the earthquake the Pakistan government had little presence or influence. Post earthquake reconstruction has just begun.
