The present exhibition,which was opened in Kioto on April 1, is the fourth, the otherthree being held in Tokio in the years 1877, 1881, and the present exhibition Tokio and Osaka, which are thetwo largest cities, were rivals for the site of the fair, but thecity of Kioto petitioned that the fourth exhibition should beheld on the occasion of the eleven hundredth anniversary ofthe Emperor Kwammus founding the city. Accordingly thepetition met the approval of the government and a largemajority of the members of the Imperial Diet.
