As a member ofthe New Hampshire legislature in 1887 and1888, he took a prominent part in all the im-portant measures of that session, winning rec-ognition as one of the most forceful speakersand ready debaters on the floor of the his legislative term he served on theJudiciary Committee, and was also Chairmanof the Committee on Elections. In 1892 hewas prevailed upon to allow his name to bepresented before the County Convention as acandidate for County Solicitor; and in thebattle of the ballots his popularity through-. WILLIAM F. His services proved so satisfactorythat he was returned by a phenomenal majorityin 1894, and was re-elected for the third timein 1S96. At the mayoralty caucus in November,1895, he was selecteil as the standard bearerfor his party; and at the succeeding electionhe received the unanimous vote of the people,no opposing party candidate being in 1896, under almost jirecisely similarconditions, was he chosen as the citys chiefmagistrate; and at the present writing, 1897,he occupies the Executive chair. His admin-istration as Mayor has been conspicuous for itspractical economy and broad and comprehen-sive business methods, no suspicion of parti-sanship attaching to his management of mu-nicipal affairs.
