One can imagine theconsternation that would be created by an actof this kind at the present day. But then con-ditions were vastly different. The tax payersof the county had their affairs managed in amanner satisfactory to them, and the slightirregularity of a resident of the county of onlya few weeks standing presiding over most ofthe county offices for a period of a few weeks,more or less, did not cause a ripple of 33
