A transit rider enters the Chambers Street subway station in New York which is free because it is located in the evacuation zone seen on Saturday, August 27, 2011. To encourage people to evacuate subway and buses in the evacuation zones are free. In advance of the arrival of Hurricane Irene New York has taken the unprecedented step of shutting down the subways at noon on Saturday and evacuating low lying areas. (©Frances M. Roberts)
