Probably a nineteenth century variant on a seventeenth-century storm hat or a composite storm hat. The trai-container on the hinged chin plate is not authentic and incorrectly confirmed. What is now the bottom of the visor was the top in the seventeenth century. The front half of the ring collar is missing.
