The ability to switch rapidly to alter-nate facilities while the cable system wasout of service — and the speed withwhich the new facilities were built andinstalled — resulted from careful advanceplanning and close cooperation on thepart of the AT&T Long Lines department, the local operating telephone com-panies, and the Western Electric Com-pany, the Bell Systems manufacturingand supply arm.
