The recent decision of a court in Cincinnati establishes aprecedent for all Ohio municipalities to force taxpayers andcorporations to put all necessary improvements on the streetsbefore the latter are repaved, and if they refuse to do so,authorizing the city to make the improvements and charge thecost of the same back to the taxpayers or corporations. Thecase will be appealed and it is expected that the final decisionof the Supreme Court will be handed down promptly. The City Planning Board of St. Paul, Minn., which has beenin existence about a year, has secured an appropriation of^50,000 to be expended for surveys and a plan. George H.
