An increasing number of flower lovers are making these permanent gardens and using perennials among shrubbery in borders and beds. The return each year of familiar flower faces without the annual bother of sowing or transplanting is indeed a great joy. CULTURE: Seeds may be planted in the spring or just after midsummer for blooms the following year.
