The character of a workman may be deter-mined by his tools. If found in proper order andready for any emergency, he may be classed as afirst-class foreman. Good tools are necessary forgood work. Foremen should be provided with MAINTENANCE OF WAY. 419 suitable boxes and racks for their tools and shouldnot allow them to become mixed. There should be a systematic inspection oftools by the roadmaster. Every foreman shouldbe required to have his full number of tools inefficient condition at all times. Spirit levelsshould be tested and adjusted at each inspection.
