The Legal Position of Russian Co-operation. The development of co-operation in Russia calledinto life new forms of organisation, which required legalsanction and regulation. The law knew nothing q{ co-operation, and pressure had to ))e brought upon the Govern-ment to make them move in the matter of legalisingthe co-operative societies and placing them on a firmjuridical basis. CO-OPERATION IN RUSSIA. 135 The first Co-operative Congress, held in Nijni-Novgorodin 1897, adopted model rules for consumers societies,which m the following year received the sanction of theGovernment. According to these rules, consumerssocieties could be established with the approval of theGovernor of the province, and meetmgs of members ofestablished societies could be held with his authorisation. An Act regulating the establishment and workmg ofCredit Associations was issued in 1895, and amended in1904. The regulations of these Acts provide that theestablishment of a new Credit Association must receivethe sanction of the local office of the State Bank, theofficial responsible in the matter being the Inspector ofSmall Chredit.
