He received hisearly education in private schools at Newport andat the Friends School in Providence, from whichhe graduated in 1875. He then entered BrownUniversity and graduated in the class of 1S79. Hedevoted himself to farming in Middletown until1886, when he entered the office of J. P. Cotton, MEN OF PROGRESS. II civil engineer, at Newport, and remained with himfor six years and a half. Since August 1892, he hascarried on the business of civil engineering inde-pendently. He was elected a Representative fromNewport in the Rhode Island General Assembly in. W. p. BUFFUM. 1894 and re-elected in 1895, and has been a mem-ber of the Board of Reference of the Charity Or-ganization of Newport since 1887. He is a mem-ber of the Alpha Delta Phi Fraternity, NinigretLodge, and the Newport Business Mens married, April 5, 1883, Miss Joanna SophiaKimber of Germantown, Pa.; they have three chil-dren : Margaret, William P., Jr., and MarnuidukeCope Euffum BARNEY, Walier Hammond, attorney-at-law,Providence, was born in Providence, September 20,1855, ^^^ son of Josiah K. and Susan H. (Ham-mond) Barney. He is descended on both sidesfrom old Massachusetts families, the Barneys, Pecks,Hammonds and Browns, who were distinguished inthe Revolutionary and Colonial services. He isalso connected on both sides with CommodoreOliver H. Perry. He received his early educationin the public schools of P
