The officer who, in my opinion, best fulfils these conditionsis Lieutenant-Colonel H. B. Lumsden, , now commandantof the Corps of Guides. Colonel Lumsden has not only done much distinguishedservice, but I have a grateful recollection of the excellent judg-ment and temper which he showed during his delicate missionto Afghanistan in 1857, at the time of the Persian war, andduring the first part of the Indian Mutiny.
