[Saint A. D. Balcombe is chairman of the Board of Public Works of Omaha. He is a man eminently fitted for the position,his long residence in the city and close and intimate knowledge of its needs, with his practical mind, making him exactly the rightman for such a responsibility in a growing and progressive city. The Board of Public Works of Omaha has hundreds of thousands ofdollars to expend annually, the public improvements keeping right apace with the remarkable growth in population and wealth. Heis of old New England _ stock, transplanted in. New York State, and wasborn in Utica, N. Y.,June 12, 1829. He livedwith his parents until hewas sixteen yeais of age,attending school and laterserving as a clerk in thepost office under his fatherwho was postmaster. In1845 he went to BattleCreek, Mich., where heentered as clerk in a drugstore and remained untilhe had obtained athorough knowledge ofthe business. In 1849 heremoved to Elgin, 111.,and started in business forhimself, continuing until1854 when he his place ufabode, this time going tuWinona, Minn., where helived until appointed In-dian agent for the Winne-bago Indians in 1S61. came to Omahain 1866 and purchased theRepublican, assuming editorial control.
