Scott Starkey, NAS Patuxent River commanding officer, addresses guests of the groundbreaking ceremony for the NAS Patuxent River Navy Exchange renovation project Feb. 13. The project will expand the size of the store by 50 percent and renovate services and administration areas such as the food court.
