The introduction of bills began assoon as the session opened, and, within a fewdays, more than three thousand measures wereintroduced. Bills are introduced by individualmembers, very often at the request of an out-sider; and the member may be opposed to thevery bill which he introduces. For it is no trou-ble to introduce a bill. In the House of Repre-sentatives a member does this simply by droppingit into a receptacle, called the hopper, becauseit is the place where a bill starts on its longjourney through the legislative mill, a journeythat does not end until it has passed throughboth houses of Congress and has been signed bythe President. It then becomes a law. But allthe bills that are dropped into the hoppe
