The first result isthat the hills that have stood useless all the years are §o Jolhias with the situation, that the Government buildings ofthe Portland Exposition, held two years ago, were situ-ated on an island in a lake or swamp and that it isthis lake that is being filled by the soil from the moun-tains which will connect it with the remaining build-ings. The writer hopes that those going to the An-nual Meeting by way of Portland will be able to takea look at this stupendous work along with the othersights of the Government Building of Portland Exposition. made into plateaus with railroads and boulevards andcan be made the sites of homes. From a business point of view, the more importantfeature, however, is that the dirt thus loosened isfloated through ordinary mining sluice boxes and pipesto the swamp known as Guilds Lake and around theGovernment Exposition Building and along the North-ern Pacific track. In this manner the swamp is beingfilled to railroad grade and thus brought into use forterminal and factory sites and for various commercialuses. It should be explained here, to those not acquainted The plant as now completed has a capacity for mov-ing two million yards each winter season. Up to thistime the point of attack has been the clay hill aboveWillamette Heights west of Balch Gulch. Hereafterand for a number of years the entire water supplywill be used on the gravel hill lying between BalchGulch and the end of Lovejoy street.
