PREFACE. We present to the public, a full Keport of tlie Case of tlieprivate armed brig-of-war General Armstrong. The causeitself is of the most marked and unusual legal and historicalinterest to the profession and the country at large. The history of the prosecution of this Claim by the UnitedStates Government against Portugal, for a period of overthirty-eight years—involving a correspondence with some ofthe most distinguished men of the United States, Portugal,England, and France—as unfolded in the able arguments ofthe distinguished counsel, will be found as interesting as itis remarkable. This celebrated cause treats of, and the opinion of thecourt decides upon, some of the most interesting and import-ant points of International Law relating to the rights andduties of Neutral Powers, and their obligations towards belli-gerents ; of the obligations and duties of the Governmenttowards its citizens, and its liabilities; of arbitration andsubmission; of the duties of the arbitrator
