Then came the print paper panic that reduced supplyto twenty-five tons a day, limiting print to 220,000 daily. In that year,though seriously affected by this radical cut in the last three months, theconsumption of print paper amounted to 9,750 tons. For 1917 only 8,000tons were obtainable. But by diminishing the size of the paper and abol-ishing returns—that is, refusing to take back from dealers unsold copiesof the paper—it was possible with this limited supply to print 215,000 54.
