GROUND RETURNSOverhead ground returns are being supplemented with■old rails laid underground in con-•crete. It is proposed to install anothersimilar return, which will be carriedto the power house from the northernportion of the city. This will prob-ably consist of 94-lb. 9-in. girder rails•embedded in concrete. The jointswill be bonded with three No. 0000Tjonds, and the rails will be crossbonded every 500 ft. The number ofrails laid parallel will vary fromthree to ten, according to the distancefrom the power house.
