Williams plaque to the Jacqueline Moustache-Belle, mayor of Victoria, Seychelles, Nov. 20. James E. Williams, an Arleigh Burke-class guided-missile destroyer, homeported in Norfolk, Virginia, is conducting naval operations in the 6th Fleet area of operations in support of national security interests in Africa.
