Mammography Quality Standards Act In 1985 the FDA conducted a nationwide survey of mammography facilities and found that more than one-third produced images of unacceptable quality. Following independent investigations by Congress and the Government Accountability Office confirming the FDA’s findings, Congress passed the 1992 Mammography Quality Standards Act, empowering the agency to impose regulations to ensure safe and effective mammographic practices, including a certification process and annual inspections.
